By launching this Bachelor's degree programme, the Department of Public Management at Hochschule Harz entered uncharted territory compared with the rest of Germany: For the first time in Germany, the field of eGovernment can be studied as a specialisation within an undergraduate degree programme. The key IT aspect of eGovernment is integrated into a Public Management course of studies, which allows students to participate actively in reforms to the administration sector. The training contributes to producing junior staff at all levels of administration, tackling public assignments under changed technical parameters.
The Bachelor's degree programme in Administrative Management/eGovernment is based on the innovative concept of bridging the gap between technical and IT competence in public administration as well as in large parts of the public sector. To this end, business and social science skills are included in teaching along with traditional administrative science and modern IT knowledge. The programme aims to equip graduates to distribute, plan and, with the aid of a computer, organise public administrative processes from a business point of view.
The following interdisciplinary fields are taught alongside basic economic, administrative law and social science subjects:
* Electronic Government and Electronic Governance
* Business Process Management
* IT Management
* Basics of Administrative Informatics
* Web and Media Engineering
* Information and knowledge management: electronic documentation, archiving
* Project management, quality management
* Geospatial Information Processing: (space-related official information systems in public administration (e.g. building management, urban planning and promotion of trade and industry)
* Electronic administrative processes: cooperative work in virtual administrations (telecooperation)
* Communication and moderation training
The general principles of the Department of Public Management were adopted when designing the Administrative Management/eGovernment degree programme:
* strong practice orientation
* specific and interdisciplinary specialisations
* cross-semester projects with career-oriented application
* result-oriented learning in small groups
The practical and career-oriented focus of the degree programme implies close collaboration with public sector institutions, private companies and academic institutions.
